A wave of optimism accompanied the downfall of Suharto in May 1998 as environment, development and human rights activists at last saw a real possibility for change. By definition, NHRIs play a pivotal role in assisting their State to meet its human rights obligations. Need for a WCC “platform” affirming and recalling positions previously adopted by the WCC on issues related to the indigenous peoples agenda at the UN, with the purpose of serving as a policy brief for advocacy in capitals and at the UN (Geneva and New York). Goals (SDGs), including parliamentarians, civil society, private sector, academia and research institutions, family farmers' and indigenous peoples' organizations, through developing capacities, fostering dialogues, sharing knowledge, scaling up programmes and advocating FAO - Food and Agriculture Organization of the United Nations Many of these NGOs and indigenous peoples' organisations also belonged to the Indigenous Peoples Advocates Network in Indonesia, known as JaPHaMA (see below). For example, one conservation organisation working on sustainable resource extraction with logging companies had, almost literally, wiped indigenous communities off the map,by using outdated cadastral surveys. The Disaster News Network reports on U.S. disaster response (as well as response to major international events that call for U.S. involvement), focusing on the response and recovery work of nongovernmental organizations particularly "faith-based" (church) groups. Indigenous peoples—groups such as the Saami in Norway, Sweden, Finland, and Russia, and the Guarani in Brazil—are among the first and worst affected by climate change due to their close relationship with the environment and reliance on natural resources. The primary responsibility for the promotion and protection of indigenous peoples' human rights resides with states. During previous sessions, the Permanent Forum, representatives of NGOs and indigenous peoples organizations have made presentations. Amazonian indigenous peoples, AIDESEP, COMARU and its member communities hear of similar experiences in other parts of Amazonian Peru. Many of these NGOs and indigenous peoples' organisations also belonged to the Indigenous Peoples Advocates Network in Indonesia, known as JaPHaMA (see below).
